Unwrapping the data:

unwrapped <- rep(value, numObs)

If you're happy with the binning of your "compressed form" then see ?barplot for plotting it. You would want to fill the zeros first, like:

v <- numeric(max(value))
v[value] <- numObs
barplot(v)
