I guess TimePeriod is numeric, thus (and correction the spaces):

strWhere = strWhere & "[TimePeriodID] = " & Me!cboTimePeriod.Value & " AND "

and:

strWhere = strWhere & "[CityName] = '" & Trim(Me!txtSelectedCity.Value) & "' AND "
