sending sms via twilio in php

i am trying to send sms via php, and i cant get what is my problem. my account is verified and premium (not free), and the require once url is correct, and i changed the account

It looks like you are trying to send an SMS message from an Israeli phone number. Unfortunately today our Israeli local phone numbers do not offer messaging capabilities, only voice capabilities.
