Can't import Airflow plugins

Question

Following Airflow tutorial here.

Problem: The webserver returns the following error

Broken DAG: [/usr/local/airflow/dags/test_operat

As per the docs -

The python modules in the plugins folder get imported, and hooks, operators, sensors, macros, executors and web views get integrated to Airflow’s main collections and become available for use.

and works fine in version 1.10.1
