Try running the following command.

"%ProgramFiles%\Microsoft Visual Studio 9.0\Common7\ide\devenv" /resetSkipPkgs

If that doesn't work try repairing the Visual Studio Install

• Start -> Control Panel
• Add Remove Programs
• Select VS
• Choose repair
