I figured out another way that works with most istreams, including std::cin!

std::string readFile()
{
    stringstream str;
    ifstream stream("Hello_World.txt");
    if(stream.is_open())
    {
        while(stream.peek() != EOF)
        {
            str << (char) stream.get();
        }
        stream.close();
        return str.str();
    }
}
