iTunesConnect: cannot transfer app because of “You must turn off TestFlight beta testing for the app that you want to transfer”

but when I transfer app, one of the criterias are not me

It looks like this is being done on purpose for new apps. Now, A newly created app CANNOT be transferred into an account, until 14 - 21 days have passed. An expiration period.
