For me the problem was caused by this line in combined PEM file:

-----END CERTIFICATE----------BEGIN RSA PRIVATE KEY-----

After I split it I could start HaProxy and load it OK:

-----END CERTIFICATE-----
-----BEGIN RSA PRIVATE KEY-----
