Laravel 5.3 storage:link -> symlink(): Protocol error

Question

I\'m trying to run the following artisan command:

php artisan storage:link

I get this error:

[ErrorException] symlink(): Protocol er

You must login as cmd administrator, to do this click on the windows key and X. Then select the administrator system symbol. Do not forget to give her vagrant halt at the other terminal.
